Doug:
The carbon canister simply absorbs gasoline vapors and
stores them temporarily. When the car is started, engine vacuum
draws the vapors out of the canister and burns them.
A clogged canister simply does not absorb the vapors, and they
leak to the atmosphere where they pollute.
To overhaul a canister, remove it from the car and unscrew
the bottom of the canister, discarding the contents.
Proceed to a pet supply store, and buy enough activated charcoal
(used in aquariums to filter water) to refill the canister.
