Hey and thanks for your reply.  

1.  I don't know or can't remember.  I know that I didn't leave anything
off.  Is there any difference in that and placing a washer or two on the
bolts?

2.  Yes I did, and the problem predates the ring gear issue.  But right
now it's on right, or opposite from how the factory did it.

2 possible things to look for.

1 di you have a thinmetal gasket on your privious starter? If so place
it with the new one if not I can send you one free of charge if I can
locate it. 
2nd question  did you place the ring gear (Flywheel Ring Gear on the
correct way There is a front and back side  and I am talking about the
way the teeth face,  There is a slight wedge on the ring gear that helps
the ring gear  except the starter gear.
