Short answer:

All reciprocating parts are balanced, IE piston/rod weights are
made identical, crank/flywheel/damper are dynmically balanced.

Blueprinting simply means making all dimensions/clearances 
to spec.  either Factory or per parts spec.

Race engine builders always B&B.. or should.   

Is it valuable for a street motor?  Debatable.

Last time I asked, the delta cost for the B&B was
like $200.....  in comparison to the overall cost, cheap.

All my motors get B&B'ed.  But then I have a race
shop do all my motors.....so clearly I don't care 
about cost that much...8-)  

I would do it.
