boot cover

I have a boot cover that appears original on my 76 TR6. It has an extra 
layer of vinyl sewn onto it like a pocket of some sort all the way around 
the part that snaps to the car. I've had several 6s and have never seen this 
before. Has anyone else seen this and if so, whats it for?
