Matt,

The fuel pressure range is 2.5 to 3 lbs on a weber and it is critical to not 
overpressureize the carb or you'll get flooding.  If your fuel pump producing 
considerably more than 3lbs then you've probably found your problem.  I have a 
fuel pressure regulator installed on my car set at 2.5 lbs and I have no 
problems.
