This is one time I have to speak up for the DPO syndrome, My car also had
quite a bit of this stuff and it was an original engine. So I think the
factory is to blame and not the poor DPO.
Just my two cents worth.

Wayne---Looks like a PO went nuts with a can of sound-deadening paint.
There is a little bit of chain whirr at this area, but not so much as to
be of concern. I'd clean it off and use something less offensive, such
as a Satin Black.
