Ric----A certain amount of balkiness is normal when operating these
engines from cold, unless a lot of CHOKE is used during a warmup period.
Especially if the carbs are set towards the lean side of the mixture.
The ignition timing should be set to 4 deg A-TDC with the vacuum retard
in operation, or 12 deg. B-TDC with it disconnected and plugged, the
engine idling near 800rpm during this setting.
The clamping screw that holds the plate to the block only has a limited
amount of adjustment. You'll need to loosen the pinch bolt under the
distributor to swing it far enough to set it where you want it. Watch
for obstructions, such as the tach cable up against something.
Jumping a tooth at the drive gear wouldn't give you a timing change, as
everything would be moving together. Such a move should only be
necessary if you run into a location difficulty with the tach drive and
its cable. (Or want to clock the cap a certain way)
