The rod is slipping in the sleeve. Here's what I did with good results.
Essentially, you have to pinch the sleeve in a couple of spots to create
a snug fit for the rod. This will allow adjustment of the visor while
keeping it where you want it. Since you have to pinch the sleeve over
the foam/visor material, it is essential to cover the teeth of your vise
or pliers with appropriate protection so teeth marks, or worse, won't
transfer to the visor. Just remove the rod and pinch the sleeve a
little in two or three spots until the the rod has to be installed with
some force/resistance.
