Hi, Dan---The Atlanta engine man said "...engine blocks are soft metal
and wear as quickly as the rings...."  Cast iron is a soft metal?  Given
the surface area of the bore vs. the rings one should expect the rings
to go first.  If the bore is properly honed, new rings will seat just
fine, and within a hundred miles or so.  Taper of .002 should not be a
concern this time around.  

If a head has blown a gasket or something to where a liquid could seep
out, then some of this could have made its way around the head bolts.
If this is not the case, it's more likely someone has used a gasket
sealer that stuck the head/ gasket/ block together. Heads can be pesky
to remove, unless the studs are also removed so the head can be
persuaded sideways with a not-to-subtle blow. Did you try the "rope
trick"?
