The original finisher had a plastic coating on it that would over time
separate from the base metal. This would leave pockets of corrosion that
eventually cause the plastic to peel off. The portion of the coating on the
underside of the finisher tends to remain in place, but becomes a moisture
trap as you have discovered.
The finisher that I got from TRF (2 years ago), appears to have been painted
rather than "coated" like the original. It should not become a moisture
holder as the original, but only time will tell.
In the meantime, get that old thing off, treat the rust on the body work
underneath, and put on a new finisher.
