Mark---Do the easy checks first. Nelson's suggestion of using starter
fluid will quickly tell you something. If you've never used this stuff
before, you spray it into the carb openings with a couple of quick
blasts. Lifting each air piston before squirting will ensure that it
will get to the cylinders during cranking.  If fuel was/is your problem,
the starting fluid will only let the engine cycle for a couple of
seconds. Long enough to rule out major inaccuracies in other systems.  

I would then be suspicious of the ignition system, if the above check
proved futile. Confirm that it is timed 'right' by hooking up the timing
light on #1 plug wire while cranking the engine. Of course it could be
180 out with this test, but you said you've verified that this is not
the case.  It is somewhat chancy to install a different ignition system
when the engine is coming up from overhaul. This can cast doubt on the
reliability of your other work when the engine won't start.

Frustrated or not, this will get you and your TR closer together, and
you'll smile when you get it running again.
