You have almost perfectly described the symptoms I had when one of my
carb diaphragms finally gave up the ghost.  It means you're essentially
running on one carb. In my case, I found both diaphragms were in sad
shape and leaking, but only one was actually torn.

I was amazed at how much more power I had after replacing them... guess
both had been slowly leaking for a while.
