I know it sounds stupid but replace the thermostat with one that you have
tested before doing the radiator. Suspend it in a pan of hot water (don't
let it touch the pan) along with a thermometer. Make sure that it opens at
the proper temp and measure the opening for correctness. If the thermostat
opens but not all the way, it will cause the temperature creep that you
describe.
