Sal---If the wiper switch you have is anything like the later model,
there's a separate wire and lug that controls the "park" position. The
Bentley wiring schematic will show you which one. If it happens to be
disconnected or misconnected, it will merely stop when the switch is
shut off, or the ignition turned off. A pain, at best. It could also be
the fault of the wiper motor, but far less likely. Did this setup ever
work properly? If so, and nothing has been removed, try jiggling the
connections to the switch by hand, under the dash, turning the switch
off as you go. 

So far as getting the windscreen covered by the path taken by the wiper
blades, the arms can be positioned about anywhere. With the wiper arms
at rest, pry them off the splined shaft(s) that drive them. Reposition
each one so it rests at the base of the windscreen, and tap the arms
back on with a soft tool.
