I believe that is was standard operating procedure to have the semi-gloss
(satin) black applied over the paint. Not only was the rear facia painted but
also the area around the front grille. This gave the grille area a solid black
look rather than seeing bits of the body color seeping through.
Just my humble .02 worth.

Craig, '76 with Java Green trying to show through the matte black in
spots, curiously indicating the black was applied over factory paint,
not primer. (car is original)
