Thermostat? I have found that even one that works, ie tests in a pan on the stove, opening at the right temperature, can still be a bit sticky in the car. Also not all kinds have as wide an opening as others, even when fully open. Head gasket? Some problem with the wrong gasket, blanking the wrong holes?
